Unify the Empire is a quest in Bannerlord, given by Istiana, which is part of the Dragon Banner questline when you choose to restore the Calradic Empire.

- To restore the Empire you should capture 2/3 of settlements with imperial culture.
Walkthrough[]
It is assumed this means that your faction must own two-thirds of all Imperial castles and towns. It does not mean to simply own a total of 3 imperial settlements. An "Imperial" settlement is determined by the culture of the settlement. This can be easily observed by hovering your cursor over the settlement in question while in the overworld map. This can also be seen within the in-game encyclopedia for settlements.
