Panevezys is a village initially owned by the Kingdom of Sweden, subordinate to Riga.

Panevezys is set in a low area in a mountain range. It is a Swedish-style village with seven houses, all placed at various heights.
The Village Elder stands under a shelter on a high position to the right of the player's entrance. Due to its location relative to other houses, the player must go up the hill directly forward and make a U-turn to reach him.
If sent here during a Hunt Down Fugitive quest, the Nervous Man, known for his ability to hide, strangely chooses to stand directly next to the Village Elder in this village.
