Kiliya is a village initially owned by the Crimean Khanate, subordinate to Kilburun Fortress.

Kiliya is a Tatar-style village with fifteen houses, tightly packed together on a flat terrain. In front of the largest house in the center, there is a water well. There are no other distinctive features.
The Village Elder can be found at the entrance of the largest house.
If sent here during a Hunt Down Fugitive quest, the Nervous Man will be hiding in front of a generic house.
